Goons are, for the most part, just extra hands. It's up to the mod, but usually either the Godfather does the killing or picks one of the goons to do the killing. More often than not it's the godfather that does that killing, and that's how it was in this game.

I was under the impression that all of them do the killing, but goons aren't considered night roles. That's why a watcher will see the whole mafia; they're all their, but some aren't doing anything.
