While yes, the bulk of his role has a greater resemblance to the tracker, he still has to see his target as they enter/leave houses and visit people, stalk him through the town. Like what, exactly? I see very few. The only "flaw", per say, could be the roleblocking aspect of the name/role relation. Then again, Joseph Stalin from the last game turned out to be a driver. There are no inherent contradictions in Scar's role, and his role does not conflict with any information we have learned yet. I see no flaws.
